They aren't arc lamps, so the need for a ballast is doubtful, and it is rated for 13 volts, alternators usually supply around that(within a few tenths of a volt). But being 250W bulbs, I'd suggest getting a large battery, lest you want to possibly lose spark.
Im not sure about the laws there but if you ever take your truck on the road you might want to look into covers for them.
