Define affordable? Sub $100? Sub $150?

affordable is $100
What are you after? are you a gamer? is DX10 important to you? What mobo are you using? SLI or crossfire for an upgrade option? I like EVGA, $100 gets a low end 8600 or a top 8500.
I am not much into gaming. I do a lot of graphics etc. I am after a card that is fast, stable and is easy to setup under linux
EVGA 8600GT as posted on Newegg. EVGA is my preference in video card brands. Currently, you (eventually) get a $20 mail-in rebate with this one too...
At $100, your choices are limited to 8600 or 8500 cards from Nvidia, or 2600/1650 cards from ATI/AMD
Nvidia chipset cards like the above pick are usually the easy to set up under Linux. Use the Proprietary drivers from Nvidia though, since they have 3D acceleration, unlike the opensource ones. Which Linux distro are you going to be using?
I don't know about setting up ATI/AMD cards under Linux... My last ATI card was an AGP Rage Pro integrated onto a motherboard, and a PCI TNT2 card ran rings around it. PCI CLASSIC, that is. This was before AGP was common, so when I bought a computer because it had AGP, it turned out not to have an AGP SLOT! *kill salesperson!*

I am looking for Regular PCI My motherboard has a PCI-Express slot that is already being used by my video card. I would like to use more than 2 monitors, so I decided to use my PCI slot to equip my machine with a second video card.

As long as you don't need it for 3D acceleration... you'll be fine.
Do they put dual DVI in PCI classic cards? I couldn't find any.
all the ones posted above do dual pci via a dongle, but its still true dual dvi.
