It's a military operation if it is against a country, law if it is against an individual. (Over simplified). The Navy has CG personnel onboard so they can board ships without it being a act of war.

I have to take a minute to absorb the fact that a US destroyer is in a stand-off with a lifeboat. True, there is a US hostage aboard and I do hope it is resolved favorably for him, the US Navy, the US, and let's just say unfavorably for the pirates, but with the way things have been going for a while now, what with the US looking more like a blooper power than a super power, I have a terrible feeling that it possibly wouldn't really matter if there was a hostage in the boat or not.

I doubt it. That's kind of like saying "Well, we threw a crack head in jail, do you think anyone will ever smoke crack again?" Of course people will still smoke crack! Given the numbers of ships that have been taken in recent years, how vast the area really is, and how much money there is to be made doing it, I don't think they will ever stop due to simple enforcement. I think their tactics might change a bit, but piracy is not going away any time soon.

i dont think that piracy will stop after that, of course not but i imagine they are a semi tight nit group, and they know that the americans are in the area in force and willing to execute people to see the situation resolved in our favor at least SOME of those pirates are going to think twice if they have a choice between an american ship and a random ship from a country that doesn't have a huge military presence in the area

I pictured that too. Then I lol'd. Insofar as the pirates are concerned. I think a few q-boats could be quite effective; just troll around and the pirates are bound to bite sooner or later. Also, what's wrong with some on the ground interdiction? Bribe a few of the villagers to sell out the pirate's movements, and hit them by air when they're heading out of port...
All the power in the world can't help you, if you can't apply it in a particular situation. A Destroyer isn't going to do a whole lot of good against one human holding a gun to another human's head. That's not what a Destroyer was designed to do. If you bring a hammer, don't expect to use it to thread a needle.
I think it would have been funny to have a sub send a dummy torpedo at the boat. I wonder if dude would have ditched overboard leaving the hostage?
You could have the Destroyer send the dummy torpedo. Torpedo attack is one of the Tin Can's functions. Oh, and here are the specs for the Bainbridge; a guided missile Destroyer. She's got two mark-46 triple-torpedo tubes.
Too bad we don't have these around anymore... I know they wouldn't serve a practical role in anti-piracy but I'm pretty sure any pirate who saw one would shit his pants.
