I'll be honest, I didn't follow the pepper spray guy at all. Was he charged for something? I mean, the photo looks bad, but who knows what the circumstances around or leading up to it were.

Yeah, I got that bit. But he wasn't charged with a crime? I would think if he had walked up and assaulted those people without some authority that some charges would have been brought. I would just like to see this photo in context of a video, showing what happened before and after.
Fun* fact: The people sprayed were awarded less money, around $30k, in their settlements than the cop received for his hurt feelings. *not actually fun
That is fucked up, but it does appear to be a coordinated action by all of the police present. Aka, they were given orders to spray and remove the protesters. Not saying it's right, just saying that as I suspected the picture didn't really capture what was going on.
Assault is assault even if it is coordinated. There have been a lot of cases lately of police-state-ish tactics by law enforcement.

ALL I will say is this. If the officer was given the command to disperse the crowd, he used "Non-Lethal" means to do so. It could have been worse. Some people that don't wish to move BUT are ordered to do so, could have winded up with dislocated shoulders, messed up knees, injured necks etc. Oleo-Resin-Capsicum is just that..........NOT LETHAL so, if you're asked to move even though you're not a physical threat to anyone, you're still impeding someone's path and have to move. It's that simple. I understand the right to a peaceful demonstration but at some point man, you gotta move. OC Spray does that without injuring anyone. It hurts for about 10-15 minutes and doesn't leave any bruising, scars, breaks, cuts, etc. Don't see the problem.
If it's illegal and/or undesirable and not tolerated to have peaceful demonstrations, the alternative could look similar to Egypt's problems. Law and order are important. There is a fine line between upholding the law and acting as judge, jury and executioner. Some cops simply don't have what it takes to keep it together.
