It shows what an engine is capable of when publishers weren't always trying to push things out the door. I wish it was like the old days and the devs could release the products when they felt they were ready.
To be fair to Rockstar there is no way they could have made the game look anywhere close to iCEnhancer and still had it run at a decent frame rate on 360/PS3. The mod needs a pretty high end rig to look as nice as those screenshots. Also I'd guess most of the lighting techniques the mod is using are based off of DX hacks that probably didn't even exist at the time the game launched.
