This isnt going to be Fallout 3. Its Van Buren, Black Isles Studioes failed tech demo for which they were trying to make Fallout 3 with. You can download the tech demo, I heard its pretty crappy. But as far as the real Fallout 3, its being made by Bethesda and in like 32 days there will be an announcement trailer about it from them. So we will see.
