Because it gets exponentially more expensive every time you add on another little bit of safety, such as gold-plating the reactor walls as is done in Navy reactors.

They're terrible, obviously, but that's why they have their own word and don't have to share with 'super happy fun time'. On Monday the 21st Im working all day outside in the rain at Fort MacArthur in San Pedro. Keep finding conflicting information. Is there really any danger that I'll be exposed to?
Or any geologically stable rock formation, deep under the bedrock. Of course, access to this area, and the ability to move huge parts like a reactor core into that formation, and the need to get the heat OUT of the enclosure without giving the radiation an avenue of escape, will all combine to make it prohibitively expensive.
As far as using gold shielding, that is 100% untrue. That would be cool, but extremely expensive. We use poly (plastic), water, steel, and lead. Nothing too crazy, just enough of it strategically placed to work yet be as light as possible. ~Will Courtier~
Looks like our only hope to make nuclear power as safe as possible would be to make them small, say the size of a toaster. Or, we could give up on power-for-profit and have community power plants. Everything local, no mega corporate involvement, utilizing whatever power production suits each particular area and circumstance. Did I mention not-for-profit?
